「on the basis of」は「～に基づいて」という意味です。

「on a __ basis」
「on a __ basis」は「〜ベースで」という意味で使うことができます。たとえば、「on a weekly basis」といえば「週ベースで」という意味で使えます。また、「on a regular basis」や「on a periodic basis」は、「定期的に」という意味で使えます。
